At the end of the day, what truly matters is making sure that the service required has been delivered. It really does not matter where the consumer pool is based at but instead what is being asked of them. They need to guarantee that they will indeed be able to process the requests and have them pass through the desired channels. It is not just about who or where the target audience is, but more of the nature of their queries is what matters. They need to make it be known that they can indeed process a request as and when it is being delegated.
