This story is different in the Nigeria I read South Africa embassy is closed in Nigeria me opinion those in positions from low to high position are the ones displaying Definition of xenophobia. : fear and hatred of strangers or foreigners or of anything that is strange or foreign. I think some South African who fueled xenophobic attacks are not even South Africans by birth but by immigrants or true citizens of one African country excludes only South Africa. Anybody displaying this xenophobic behavior is very less learned or does not educate his/her mind at all.
