As a new technology security sometimes left for second phase and this is why we saw attacks in the US using IoT devices...the security "owner" or responsible is also a question in this technology – is the network or the end user ?

First off, what a great place to reap the benefits of IoT for water management and farming. 

Are there examples of operators using intelligent signaling elsewhere? What needs to be done to enable it? We take it for granted that small cells and access points can be used here in the US to relieve congestion.

@Liz Agreed, does sound like a big benefit that legacy infrastructure isn't standing in the way! I'm curious to find out more about any security concerns they're experiencing with IoT as that's front of mind for many SPs right now.

Without the legacy infrastructure struggles, I feel like countries on the African continent has the potentianl to speed ahead of the rest of the world with regard to use of IoT, mobile, MEC and data center. It might take a while, but the pervasive, cross-industry vertical uses and need for IoT technologies as you mentioned will spur innovation and implementation.
