Without the legacy infrastructure struggles, I feel like countries on the African continent has the potentianl to speed ahead of the rest of the world with regard to use of IoT, mobile, MEC and data center. It might take a while, but the pervasive, cross-industry vertical uses and need for IoT technologies as you mentioned will spur innovation and implementation.
